Japan Aims to Triple Anime, Games, Manga Overseas Market

Japan's Creative Industries Set for Massive Global Expansion

The Japanese government has unveiled an ambitious plan to significantly boost its creative industries, targeting a staggering 20 trillion yen (approximately US$125 billion) overseas market by 2033. This strategic initiative, spearheaded by the Ministry of Economy, Trade and Industry (METI), focuses heavily on the anime, games, and manga sectors, aiming for a dramatic tripling of their international presence within the next decade. This move signals a strong commitment to leveraging Japan's cultural soft power on a global scale.

Anime's Aggressive Overseas Growth Target

The anime industry is at the forefront of this grand vision, with a specific goal to reach 6 trillion yen (about US$37 billion) in overseas market value by 2033. This represents a substantial increase from its 2022 figure of 1.4592 trillion yen (US$10.25 billion) and its impressive 2024 performance of 2.1702 trillion yen (US$14.1 billion). To achieve this, the government's strategy is multi-faceted. It emphasizes increasing the production of high-impact "blockbuster" works, crucial for capturing broader international audiences. Simultaneously, there's a strong focus on improving the performance-based pay rates for anime workers, aiming to attract and retain top talent. Budget allocation will support large-scale productions, expand distribution platforms, and build robust development platforms.

Powering Up the Global Gaming Market

The game industry also holds a critical position in Japan's expansion strategy. The government aims to elevate its overseas market from 3.4 trillion yen (about US$21 billion) to an impressive 12 trillion yen (about US$75 billion) by 2033. The core strategy for this growth revolves around helping Japanese companies gain a stronger foothold in the burgeoning mobile and PC gaming markets. This includes supporting large-scale game productions, fostering the construction of advanced development platforms, and providing significant tax incentives for research and development activities. These measures are designed to enhance competitiveness and innovation in the global gaming landscape.

Manga's Fight Against Piracy and Global Reach

For the manga industry, the goal is to expand its overseas market from 300 billion yen (about US$1.9 billion) to 1 trillion yen (about US$6 billion) by 2033. A key pillar of this strategy is a robust fight against pirated copies, coupled with efforts to widely distribute authorized works. The government plans to support the expansion of digital and physical distribution platforms, invest in localization efforts to make manga accessible to diverse linguistic audiences, and implement comprehensive anti-piracy measures. This two-pronged approach aims to protect creators while maximizing legitimate market penetration.

A Unified Vision for Japanese Creative Industries

The combined overseas market goals for the anime and game industries alone—18 trillion yen (about US$113 billion)—account for a significant 90% of the government's overarching 20-trillion-yen target for the entire creative sector. Beyond anime, games, and manga, the comprehensive report also identifies music and live-action works as key areas for growth, contributing to this ambitious national objective. This integrated approach highlights the government's belief in the synergistic potential of its creative exports.

Analyzing the Global Anime Market Surge

The global anime market experienced record-breaking growth in 2024, reaching 3.8407 trillion yen (about US$25.1 billion). This figure encompasses both the overseas market (2.1702 trillion yen) and the domestic market (1.6705 trillion yen, about US$10.9 billion). Notably, the overall global anime market grew by 14.8% in 2024, marking the second-highest annual increase on record. While the domestic market saw a respectable 2.8% growth, the overseas market surged by an impressive 26%. This marks the third year in which the overseas market surpassed the domestic market, underscoring the increasing international appeal and economic importance of Japanese animation. The government's new initiatives are poised to further accelerate this already robust global expansion.
